Records and preliminary investigations showed the detainee's involvement in issuing orders to kill, arrest and suppress protesters during military campaigns in the eastern Daraa countryside. The investigations also pointed to his direct responsibility for the "Saida Housing massacre", which left about 120 victims, and linked his name to systematic torture and detention that affected dozens of the governorate's residents, among them the child Hamza al-Khatib.
