Pages on social media circulated a report stating that President Ahmad al-Sharaa issued Legislative Decree No. 87 of 2026, granting an exceptional makeup exam session for secondary certificate students in general.

The circulating report was traced and the text of the published official decree reviewed, finding that Decree No. 87 of 2026 is limited to granting an exceptional makeup exam session to scientific-track students who are members of the Syrian national teams representing the Syrian Arab Republic in the international olympiads. The decision does not cover general secondary certificate students as stated in the circulating posts. A review of the legislative record also showed that each decree is given a unique legal number upon issuance that is not reused for any other decree, which refutes the circulation of different texts under the same number.

Why is this claim misleading?

Expanding the scope of the decision: An inaccurate interpretation inconsistent with the decree’s legal content was presented by generalizing the exception and broadening its scope to include all students instead of the category exclusively specified by the decision.
