Syria's Ministry of Energy issued a circular addressed to all affiliated and associated bodies, requiring immediate measures to ration fuel consumption and conserve resources.

The circular, dated 13/09/2026 and bearing the signature of Energy Minister engineer "Mohammed al-Bashir", contained explicit instructions limiting the use of vehicles to essential and pressing work that cannot be postponed, alongside organising the movement of cars and trips to achieve the greatest possible efficiency.
The background to the measure and its limits
The ministry explained that the step comes in response to changes in energy markets and the rising cost of fuel, stressing that the measure is purely organisational and aims to control consumption and direct resources towards priority tasks, and that it will not affect the nature of core work or the continued delivery of services.
